Spill Prevention Control & Countermeasure (SPCC) & APSA Engineering
PE-Stamped Spill Prevention Planning Under 40 CFR Part 112
Facilities that store oil or petroleum products face dual regulatory obligations in California: the federal SPCC rule enforced by the U.S. EPA, and the state Aboveground Petroleum Storage Act (APSA) enforced by CAL FIRE's Office of the State Fire Marshal. While these programs share objectives around spill prevention, they have different thresholds, documentation requirements, and inspection authorities.
We provide professional engineering services to develop, certify, and maintain SPCC Plans and APSA compliance programs for facilities ranging from single diesel storage tanks at commercial operations to complex multi-tank industrial facilities. Our licensed Professional Engineers (PE) stamp all required documents, and our compliance team manages the ongoing inspection, training, and recordkeeping obligations that keep facilities continuously in compliance.
Clients include manufacturers, agricultural operations, fleet maintenance facilities, utilities, and commercial properties with diesel generators or bulk petroleum storage.
Core Technical Services
PE-Stamped SPCC Plans
The EPA's Spill Prevention, Control, and Countermeasure (SPCC) rule (40 CFR Part 112) requires facilities storing more than 1,320 gallons of oil in aboveground containers — or 42,000 gallons underground — to prepare a written SPCC Plan certified by a licensed Professional Engineer (PE). We develop, review, and certify SPCC Plans that satisfy all engineering and administrative requirements, including discharge predictions, secondary containment calculations, and countermeasure procedures.
APSA Program Compliance
California's Aboveground Petroleum Storage Act (APSA), administered by CAL FIRE's Office of the State Fire Marshal, applies to facilities storing 1,320 gallons or more of petroleum. We manage facility aboveground tank inventories, establish visual integrity monitoring programs, prepare and maintain the required facility inspection logs, and submit required registrations and fee payments to keep facilities in good standing under the APSA program.
Secondary Containment Evaluations
Both SPCC and APSA require adequate secondary containment capable of holding the volume of the largest tank plus sufficient freeboard for precipitation. We perform structural and volumetric calculations for concrete containment dikes, double-walled tank systems, and geographic runoff containment features — producing stamped engineering documentation to satisfy regulatory inspections.
SPCC Amendments & Five-Year Plan Reviews
SPCC Plans must be amended whenever a facility undergoes a material change — new tank installations, tank replacements, process modifications, or changes in chemical inventories. Federal regulations also require a comprehensive five-year PE review regardless of facility changes. We track amendment triggers and manage the review cycle to keep your plan current and legally defensible.
Oil Storage Compliance, Training & Annual Reviews
Regulatory compliance for oil storage requires more than a written plan. We facilitate required employee oil-handling training, prepare and maintain oil discharge inspection logs, coordinate annual site walkthrough reviews, and ensure all SPCC and APSA documentation is organized and inspection-ready for surprise CAL FIRE or EPA visits.

Schedule a Free ConsultationPlanning your spcc & apsa review
SPCC evaluates oil storage and spill prevention under federal requirements; California APSA has its own petroleum storage provisions. Applicability depends on your storage configuration and regulatory criteria, not simply whether a site has a tank.
What to prepare for a consultation
Prepare a tank and container inventory with capacities and contents, a facility layout, containment details and your current spill prevention plan, if available.
