CEQA Analysis & Agency Coordination for California Development Projects

The California Environmental Quality Act (CEQA) requires public agencies to evaluate the environmental impacts of projects they approve, fund, or carry out. For developers, property owners, and project proponents, navigating CEQA is often one of the most time-sensitive and legally sensitive steps in the project approval process.

Our environmental planning team provides comprehensive CEQA compliance services, from initial project screening through public circulation, agency coordination, and final document certification. We understand how to move projects through the CEQA process efficiently while producing documents that are technically defensible and legally compliant with current CEQA Guidelines.

We serve commercial developers, industrial facility owners, agricultural operators, public agencies, and project applicants who need CEQA support integrated with their broader permit and entitlement strategy. Our team coordinates directly with local planning departments, state resource agencies, and regional stakeholders to minimize delays and keep project timelines on track.

Core Technical Services

CEQA Exemptions

Many projects qualify for statutory or categorical exemptions from full CEQA review, allowing lead agencies to approve projects quickly without preparing an Initial Study or Environmental Impact Report. We screen proposed projects against the current list of statutory and categorical exemptions, prepare the required Notice of Exemption (NOE), and coordinate with lead agencies to fast-track administrative approvals — saving clients months of time and thousands of dollars in unnecessary analysis.

Initial Studies (IS)

When a project does not qualify for an exemption, an Initial Study is required to determine whether the project may have significant environmental effects. We prepare rigorous CEQA-compliant Initial Studies analyzing potential localized and regional impacts across all required checklist topics — including air quality, noise, traffic, agricultural resources, biological resources, cultural resources, hydrology, and hazards — using the most current CEQA Guidelines and local agency standards.

Negative Declarations & Mitigated Negative Declarations

When an Initial Study concludes that a project will not have a significant environmental impact, or that impacts can be reduced to less-than-significant with mitigation, we prepare the Negative Declaration (ND) or Mitigated Negative Declaration (MND). We manage the public review period, respond to public comments, coordinate with lead and responsible agencies, and develop enforceable Mitigation Monitoring and Reporting Programs (MMRPs) that satisfy CEQA requirements.

Agency Coordination

Successful CEQA compliance often requires active coordination with multiple California agencies — including local planning departments, Caltrans, California Department of Fish and Wildlife, Regional Water Boards, and State Historic Preservation Office. We manage inter-agency consultation processes, prepare response-to-comment packages, and represent clients at public hearings to keep projects moving through the regulatory approval process on schedule.

Planning your environmental planning review

CEQA review supports a public agency's evaluation of a proposed project's environmental effects. The lead agency determines the appropriate review pathway; a Phase I site assessment or operating permit does not substitute for that process.

What to prepare for a consultation

Provide the project description, location, proposed uses, site plans, agency contacts and any environmental studies already completed.
